The state-level analysis was performed using IMPLAN databases and economic impact
models. The BLS Census of Employment and Wages (CEW) was used to obtain
employment distributions by state to estimate the direct state-level output impacts.
Both the state-level upstream and downstream analyses sum to the results derived at the
national level. Of the states analyzed, Texas accounted for the most upstream output
($1.2 billion) and the greatest number of jobs (7,525). Ohio was ranked second in total
output ($1.0 billion) and jobs (6,271). California's upstream activity, meanwhile, was
ranked third in output ($968.9 million) and employment (5,627). Pennsylvania and
Wisconsin also ranked highly in terms of upstream activity.
The top state for total NWPCA-related downstream impacts was California, with $409.2
million in output and 2,143 jobs. Texas ranked second in both output ($325.0 million) and
employment (1,750). Meanwhile, Florida's downstream activity was ranked third in output
($216.2 million) and employment (1,322).
