At the end of the day, NWPCA is pleased to report that the White House Office of Management and Budget (OMB) cleared NWPCA's language on Wednesday, March 11, 2020. The regulation was signed later that evening by EPA Administrator Andrew Wheeler. The NWPCA language is now included in the new Standards of Performance for New Residential Wood Heaters, New Residential Hydronic Heaters and Forced-Air Furnaces regulation. By removing the prohibition against using wood pallet residuals in the certification of wood pellets, the industry will soon have access to a certification program and a large and growing market for biomass residuals. This is a tremendous victory for the industry. It recognizes the critical role that clean wood pallet residuals play in moving our country away from fossil-fuel dependence while maximizing the carbon- friendly lifecycle that these products provide.
