"Learning that the wood pallet industry leads the world in recycling and reuse—with 95% of pallets being recycled— really stood out," she noted. "It's a great example of how sustainability and smart business practices can go hand in hand." Her words echo a broader understanding of how modern wood packaging operations are driving both environmental and economic outcomes—something policymakers increasingly need to recognize and support. Figh ng For Business Stability Representative Salinas knows that policy uncertainty can be just as harmful as regulation itself. When asked what policies are most helpful for promoting manufacturing and business growth, she emphasized the need for consistent, stable programs. "Businesses need stability and predictability to grow—but that's not what they're seeing right now," she said. "Inconsistent and unpredictable federal policies are making it harder for companies to plan, invest, and manage risk." She highlighted the Manufacturing Extension Partnership (MEP) program as a proven success that is currently under threat. "MEP is one of our most effective and cost-efficient tools for supporting small and mid-sized manufacturers," Salinas said. "It's long had bipartisan support because it delivers results. Congress must continue to support MEP." Listening To Oregon's Small Businesses Salinas's team maintains a strong focus on constituent engagement. rough roundtables, site visits, and regular town halls—both in-person and virtual— she works to stay in touch with the concerns of everyday Oregonians. "Small business owners often tell me about the ongoing impact of tariffs and how uncertainty is making it harder for them to grow or plan for future investments," she explained. "Workforce shortages, supply chain disruptions, and freezes to federal small business loans are all making it harder for small businesses to make a profit." It's this kind of on-the-ground insight that informs her advocacy in Congress—and why she sees visits like the one to 48forty Solutions as critical to responsible governance. Building Personal Connec ons Beyond policy, Salinas brings a personal touch to her work. She's approachable, grounded, and genuinely curious about the people she serves. A fun fact? She used to run her own house- and fence-painting business in college to help pay for her education—an early testament to her entrepreneurial spirit. Today, that same drive fuels her efforts in Washington where she's become a key ally for industries like wood packaging that are often overlooked in national conversations despite their essential roles in the supply chain.
