Evacuation/relocation routes shall be designated to be primary or secondary. They shall be clearly marked and well lit. Routes shall be unobstructed and wide enough to accommodate the evacuating personnel. The routes designated should be unlikely to expose evacuating personnel to additional hazards [2001 (Revised) OSHA 3088]. Shelter In-Place Procedures. A shelter in-place procedure shall designate selected areas within the site as places of refuge in the event of an emergency. Employees should be made aware of such places through emergency drills and emergency response training. Access to places of refuge shall be unobstructed, well lit, and wide enough to support the expected personnel. A2.4.4 Design and Conduct of Fire Drills Fire drills shall be designed in cooperation with local authorities. Emergency evacuation or relocation drills shall be conducted not less than annually. All occupants shall participate in the drills [IFC §405; NFPA 1 §10.5]. Time. [IFC §405.4; NFPA 1 §10.5]. Drills shall be held at unexpected times and under varying conditions to simulate the unusual conditions that occur in the case of a fire. Initiation. [IFC §405.7; NFPA 1 §10.5]. Where a fire alarm system is provided, emergency evacuation drills shall be initiated by activating the fire alarm system. Where necessary, notification of planned fire drills shall be given to the fire code official prior to the drill. Recall and Reentry. [IFC §405.9; NFPA 1 §10.5] An electrically or mechanically operated signal used to recall occupants after an evacuation shall be separate and distinct from the signal used to initiate the evacuation. The recall signal initiation means shall be manually operated and under the control of the person in charge of the premises or the official in charge of the incident. Persons shall not reenter the premises until authorized to do so by the official in charge. A2.4.5 Type and Coverage of Fire Protection Systems The type and coverage of the building's fire protection systems shall be described in detail and be provided on site plans. Employees responsible for triggering initiating devices in the event of an emergency shall be familiar with the system or component and the coverage area of the corresponding fire protection system. A2.5 Security Plan A2.5.1 Overview and Intent The primary goals of this guide should be as follows [NFPA 730 §4.1.1]: (1) To provide an environment for the occupants inside or near a building that is reasonably safe from security threats.
