The drills should be critiqued for plan effectiveness and to identify opportunities for improvement. Identified opportunities for improvement should be incorporated into the security plan [NFPA 730 §4.4]. Planning for Acts of Intimidation or Violence An organization or facility should include in the security plan, to the extent identified by the SVA, measures to be taken in the event of acts of intimidation or violence [NFPA 730 §5.5]. Responsible Person A person(s) should be appointed by the management of the industrial facility to be responsible for security management activities. The duties of the responsible person(s) should include but not be limited to the following [NFPA 730 §20.1.3]: (1) Security measures for the facility (2) Security clearances for the facility (3) Key control program (4) Training and supervision of security personnel (5) Employee background checks and drug testing (6) Vehicular and pedestrian traffic controls through secure perimeters People Management Access to critical assets should be restricted to the following [NFPA 730 §20.2.1]: (1) Employees (2) Authorized vendors and contractors (3) Escorted visitors Employees. [NFPA 730 §20.2.1.1] Employees should receive training on their roles in the security plan and in emergency procedures. Employers should promote trustworthiness by using the following personnel practices for employees with access to critical assets: Background screening Verification of background screening of contracted personnel in the capacity of employees Drug testing program Identification badges should have a photograph of the bearer and the bearer's name. When identification badges are issued, employees should, as indicated in the security plan, do one of the following: Display the badge at all times Display the badge on demand Visitors. [NFPA 730 §20.2.1.2] Visitors should be required to identify the person they are visiting. They should be required to wear a visitor's badge and should be escorted to their destination as determined by the SVA.
