1 INTRODUCTION NWPCA Fire Code Compliance Manual for Outdoor Storage of Wood Pallets | Version 1.0 (December 2017) 1 INTRODUCTION NOTHING IS MORE IMPORTANT TO MEMBERS OF THE NATIONAL WOODEN PALLET & CONTAINER ASSOCIATION (NWPCA) THAN THE SAFETY OF THEIR EMPLOYEES, THE PEOPLE WHO LIVE NEAR THEIR FACILITIES, AND FIRST RESPONDERS. Model safety codes are stronger when they accurately reflect proven best practices. NWPCA worked with fire safety experts to develop sections in the fire codes typically used in the USA to address outdoor pallet storage that applies specifically to the wood packaging industry. The new provisions mandate the use of effective safeguarding procedures in lieu of restrictive requirements that adversely impact the operation of such facilities. To assist in the adoption process, NWPCA, in conjunction with Koffel Associates Inc., has developed this code compliance manual. This manual outlines specific steps that each facility will need to take to comply with the new fire codes, for both the National Fire Protection Association (NFPA) and International Code Council (ICC) code requirements. The specific code sections are as follows: NFPA – NFPA1, Section 34.10.4 ICC – International Fire Code, Section 2810 For more information on accessing the specific code language: NFPA1 - http://www.nfpa.org/codes-and-standards/all-codes-and-standards/list-of- codes-and-standards/detail?code=1 International Fire Code - http://shop.iccsafe.org/codes/2018-international-codes-and- references/2018-international-fire-code-and-references.html This document is divided into the following Parts: Part 1 INTRODUCTION – This part provides introductory material for the reader as well as background information related to code compliance for the outdoor storage of wood pallets at manufacturing and recycling facilities Part 2 SAFETY SUPERVISOR'S GUIDE – This part provides the individual in charge of fire safety of a facility with guidance language on how to comply with the specific NFPA and ICC codes.
